Doing Business with RIHA

RIHA's Procurement Policy provides for fair and equitable treatment of all persons or firms that are involved in providing a product or service that is purchased by RIHA.

RIHA evaluates all offers received based on project specifications, project requirements, and relevant laws. Projects are awarded to responsive and responsible offerers whose price, qualifications, and other factors (if applicable) are considered the most advantageous for the Agency.

RIHA will make every effort to ensure that small and minority-owned businesses, women's business enterprises, and/or labor surplus area businesses are used whenever possible. In addition, all contracts include a clause requiring General Contractors, to the greatest extent feasible, to provide opportunities for training and employment for low-income residents of the project area and to award subcontracts for work in connection with the project to business concerns which are located in or owned in substantial part by persons residing in the area of the project.

Procurement Procedures

All RIHA projects $25,000 or more are advertised in the "Legal" section of the local newspapers for two weeks prior to bid opening.

In addition, Major Capital Improvements and New Development projects are listed on the ILLOWA Builders Exchange where a Dodge Report of upcoming projects is available.

All small and minority-owned businesses, women's business enterprises, labor surplus area businesses and individuals or firms are encouraged to request to be added to the RIHA bidders list. Those businesses which would like to be added to the list may fill out and return the Bidders Form and return it to the RIHA Procurement Office by mail, email, telephone, or by coming to the RIHA Administrative Offices.

Those businesses included on the bidders list will be notified about RIHA projects by mail, email, FAX, or telephone.

Inclusion on the bidders list in no way guarantees a company will be awarded a project. RIHA evaluates all offers based on project specifications and requirements. Projects are awarded to responsible, responsive bidders whose price, qualifications, and other factors (if applicable) are considered the most advantageous for the Agency.

Procurement Methods

There are four methods of procurement identified by the federal department of Housing and Urban Development (HUD) including:

  1. Small Purchase Procedures
  2. Sealed Bids
  3. Competitive Proposals
  4. Non-Competitive Proposals

Small Purchase Procedure is defined as any purchase or contract not to exceed $100,000.

  • For small purchases below $2,000, only one quotation need be solicited if the price received is considered reasonable.
  • For small purchases in excess of $2,000, no less than three offers will be solicited. Awards will be made to the offerer providing the lowest acceptable quotation unless justified in writing based on price and other specified factors such as for architect-engineer contracts. If non-price factors are used, they will be disclosed to all those solicited.

Sealed Bid Process is used for all construction contracts or goods typically costing more than $100,000 and involves the following steps:

  • Independent Cost Analysis (ICE)
  • Prepare Invitation for Bids (IFB)
  • Solicit bids from qualified vendors
  • Receive and hold all bids until published bid opening date and time
  • Conduct public bid opening process
  • Record bids
  • Evaluate bids for responsiveness and responsibility
  • Award contract to lowest, responsive, responsible bidder

Competitive Proposals are used to purchase professional services where the total cost will exceed $100,000. Example: Architectural or Engineering services.

  • Request for Qualifications (RFQ): Under the qualification-based selection procedures, competitors' qualifications are evaluated, and the most qualified competitor is selected, subject to negotiations of fair and reasonable compensation. Price is not used as a selection factor under this method.
  • Request for Proposal (RFP): The competitive proposal method of procurement is used when RIHA needs to do procurement above the small purchase threshold and the sealed bidding process is not likely to meet the requirements of the procurement. Under this method, the Agency:
    • Issues an RFP soliciting price and technical proposals from potential sources
    • Evaluates the proposals and establishes a competitive range
    • Negotiates with those in the competitive range
    • Receives and evaluates best and final offers from those in the competitive range
    • Makes award to the contractor offering the most advantageous proposal, considering price and the technical factors stated in the RFP

Non Competitive Proposals are conducted only when the award of a contract is not feasible using small purchase procedures, sealed bids, or competitive proposals and one of the following applies:

  • When the item is available only from a single source
  • Where a public emergency exists that seriously threatens the public health, welfare or safety that will not permit a delay beyond the time needed to employ other procurement methods
  • Where after solicitation on a number of sources, competition is determined inadequate
  • When HUD approves the non-competitive proposal

Vendor List

All contractors desiring to be added to the RIHA Vendor List may email a letter of request to Housing@RIHA4rent.org. The letter must include the following information:

  • Company Name
  • Contact Person
  • Address, phone, fax and email
  • A brief description about the company, the services provided and/or trade

Vendors included on the list will be notified via email of any upcoming projects.
