Together, Rock Island Housing Authority (RIHA) and Community Housing Services (CHS) are creating a full ladder of housing opportunities by providing more housing choices and more housing options designed to serve a broad based market. Choices range from subsidized Public Housing and Housing Choice Section 8 Voucher options to affordable multi-unit and single family in-fill, mixed-income and market-rate for-sale, rental and lease/purchase options that are indistinguishable from other housing options in the area.

Each housing option is supported by self-sufficiency programming designed to strengthen individuals and families by providing them with the tools they require to become contributing members of the community. A full spectrum of housing options supported by programming designed to lift families from poverty add investment to our communities. It allows us to restore hope and equal opportunities for all Rock Island residents and supports the rich diversity of the area by creating safe, viable and vibrant neighborhoods; neighborhoods of choice that ultimately improve our sense of place and our sense of pride.

Spencer Towers

Spencer Towers is a nine-floor high-rise that was built in 1972. The building is comprised of 199 1-bedroom units and includes four laundry rooms, an exercise room, three lounges, a community room with a full kitchen, a computer lab, a computerized learning center, a private office area for a variety of supportive service agencies, property management offices and a maintenance service area.

The property is surrounded by well-kept grounds with wrought iron fencing, and a patio area with grills and picnic tables. Spencer Towers is located across the street from the Mississippi River boasting spectacular views. Its near Schwiebert Riverfront Park and the river-front bike path, is two blocks from the City’s arts and entertainment hub, multiple restaurants, galleries, retail shopping, grocery stores, drug stores, public transportation and a host of other amenities.

Over the years, Spencer Towers has received millions of dollars in renovations and upgrades including the resurfacing of the parking lot, a new parking lot entrance on 2nd street, new parking lot lighting and new LED light packs on the building. New dumpster enclosures were added along with a new backyard patio. Most recently, the building received a new boiler and boiler system.

2016 Capital Investments

Spencer Towers parking lot, patio and parts of the sidewalks surrounding the building were replaced. The small parking lot at the rear of the building near the community room entrance was resurfaced and the entire lot was restriped. As part of the project, the dumpsters were moved away from the building and new enclosures were built and new handicapped accessible sidewalks were added to the front and side entrances of the building.

504 Renovations:

Introduction
Sunset Heights was built in 1968 and is one of two high-rise apartment buildings in the RIHA portfolio. Sunset Heights is an eleven-story building with 141 apartments consisting of studio, one- and two-bedroom apartments. The property is located at 3130 9th Street, just a few short blocks from both Cascade Garden and Lynden Lane.

Rental Assistance Demonstration
In 2015, RIHA identified Sunset Heights for conversion to the Rental Assistance Demonstration (RAD) of the U.S. Department of Housing and Urban Development (HUD). Under the RAD program, Sunset Heights will shift from the Public Housing program to the Section 8 Project-Based Voucher (PBV) program. RAD allows public housing agencies like RIHA to leverage public and private debt and equity to reinvest in its properties to make much needed capital improvements. At the same time, the program allows the units to remain affordable to qualified households. As part of the RAD program, residents continue to pay 30% of their income toward the rent and maintain the same basic rights as they do as part of the public housing program.

Renovation
In conjunction with the RAD conversion to the Section 8 program, Sunset Heights will undergo renovations to the buildings’ infrastructure, exterior, interior common areas and management offices, and all 141 apartments. In total, the conversion and renovation represent approximately a $12 million investment in the property. Renovations have begun and should take between ten and twelve months to complete.

Infrastructure related improvements include relocating the trash chute to the exterior of the building. The main trash room will be located on the ground floor. New trash rooms will be constructed on each floor at the south end of the corridor in the north and south wings of the "L" shaped building. Additional infrastructure improvements include replacing the boilers and hot water tanks, sealing all mechanical pipe and conduit penetrations in ceilings and walls and refurbishing the ground-floor sprinkler system.

Exterior improvements include replacing all doors, plus tuckpointing and sealing the exterior brickwork. New roofing will be added over the top of the existing roof yielding an additional 20-year warranty, and sidewalks will be refurbished. Exterior paving and concrete sealing and striping of an older section of the parking lot will be completed and new landscaping and signage will also be added.

The ground floor of the building includes the front lobby area, management offices, resident council office, community room and kitchen, computer room, laundry room, and library. Renovations in this portion of the building include relocating the office door to improve traffic flow. Ceiling panels and floor coverings in all common areas will be replace and the lighting systems will be upgraded. All heating and cooling units will be replaced with high-efficiency products and the community room kitchen will receive new Energy Star appliances. The security camera system throughout the building will also be upgraded and additional smoke detectors will be added.

The apartments will receive new flooring, base boards, window blinds and paint. All kitchens will be renovated to provide more cabinet space and a better functioning layout and include new countertops, cabinets and pantries. Energy Star appliances including stove, refrigerator, sink and microwave will be added. Bathroom sinks and vanities will be replaced, and lower towel racks added along with accessible handles on cabinet doors and drawers.

Renovation Process
The RAD Conversion and Renovation was announced to residents in 2016. Since then, the building has been vacated through attrition; as residents moved out, units were not filled. By utilizing this process, over 40 units were vacated allowing the renovation to proceed by floors beginning with the top three floors of the building. Utilizing in-building moves, residents remaining on the top floors were temporarily relocated to a vacant unit on a lower level. When the top three floors are completed, residents will be permanently moved to a newly renovated unit thus vacating each consecutive floor for renovation until the project is completed. As a result, Sunset Heights residents will NOT be displaced, nor will they be required to temporarily or permanently relocate because of the renovation or conversion process.

Lincoln Homes Proposed Demolition & Redevelopment

Lincoln Homes was constructed in 1953 on 2.29 acres located at 9th Street and 5th Avenue in the heart of the New Old Chicago neighborhood. The sixty-five-year-old development originally included forty-six two, three, and four-bedroom townhouse units in seven buildings.

Based on the 2003 RIHA Asset Management Plan, it was determined that Lincoln Homes should be maintained and monitored for a period of five to ten years; at which time the property was reevaluated to determine its long-term value and sustainability as a viable property. According the architect’s analysis conducted in 2018, renovating Lincoln Homes would be 66.91% of the Total Development Cost (TDC) for new construction. The federal Department of Housing and Urban Development (HUD) does not consider renovation of a property to be viable when costs exceed 57.14% of TDC for new construction. As a result, the property was deemed obsolete making the renovation of the property unfeasible. In accordance with HUD’s finding, RIHA has been in pursuit of funding to demolish and replace the property.

Community Housing Services (CHS), the non-profit affiliate of RIHA submitted a Preliminary Project Assessment Application to the Illinois Housing Development Authority (IHDA) in January 2018. In February, CHS was invited to apply for Low Income Housing Tax Credits (LIHTC) to demolish and replace the property. If the funding proposal is approved, demolition could begin in early 2019.

3rd and 11th Townhomes

The 3rd & 11th Townhomes are located in the New Old Chicago neighborhood. The seven new infill townhomes consist of four 3-bedroom units and three 2-bedroom units. Apartments have an open floor plan, carpeted bedrooms, and wood laminate floors in main living area. Each unit includes a dishwasher, refrigerator, stove, washer, dryer, and separate heating and air conditioning systems. Townhomes are near parks, bus routes and Martin Luther King Community Center.
