Creating a Full Ladder of Housing Opportunities

Together, Rock Island Housing Authority (RIHA) and Community Housing Services (CHS) are creating a full ladder of housing opportunities by providing more housing choices and more housing options designed to serve a broad based market. Choices range from subsidized Public Housing and Housing Choice Section 8 Voucher options to affordable multi-unit and single family in-fill, mixed-income and market-rate for-sale, rental and lease/purchase options that are indistinguishable from other housing options in the area.

Each housing option is supported by self-sufficiency programming designed to strengthen individuals and families by providing them with the tools they require to become contributing members of the community. A full spectrum of housing options supported by programming designed to lift families from poverty add investment to our communities. It allows us to restore hope and equal opportunities for all Rock Island residents and supports the rich diversity of the area by creating safe, viable and vibrant neighborhoods; neighborhoods of choice that ultimately improve our sense of place and our sense of pride.

Spencer Towers

Spencer Towers

Spencer Towers is a nine-floor high-rise that was built in 1972. The building is comprised of 199 1-bedroom units and includes four laundry rooms, an exercise room, three lounges, a community room with a full kitchen, a computer lab, a computerized learning center, a private office area for a variety of supportive service agencies, property management offices and a maintenance service area.

The property is surrounded by well-kept grounds with wrought iron fencing, and a patio area with grills and picnic tables. Spencer Towers is located across the street from the Mississippi River boasting spectacular views. Its near Schwiebert Riverfront Park and the river-front bike path, is two blocks from the City’s arts and entertainment hub, multiple restaurants, galleries, retail shopping, grocery stores, drug stores, public transportation and a host of other amenities.

Over the years, Spencer Towers has received millions of dollars in renovations and upgrades including the resurfacing of the parking lot, a new parking lot entrance on 2nd street, new parking lot lighting and new LED light packs on the building. New dumpster enclosures were added along with a new backyard patio. Most recently, the building received a new boiler and boiler system.

2016 Capital Investments

Spencer Towers parking lot, patio and parts of the sidewalks surrounding the building were replaced. The small parking lot at the rear of the building near the community room entrance was resurfaced and the entire lot was restriped. As part of the project, the dumpsters were moved away from the building and new enclosures were built and new handicapped accessible sidewalks were added to the front and side entrances of the building.

2014 Capital Investments:

504 Renovations:

In accordance with Section 504 of the HUD Rehabilitation Act and the Americans with Disabilities Act (ADA), Spencer Towers underwent interior renovations in all common areas plus ten apartments to more effectively meet the needs of the diverse population it serves.

Sunset Heights

Sunset Heights

Introduction
Sunset Heights was built in 1968 and is one of two high-rise apartment buildings in the RIHA portfolio. Sunset Heights is an eleven-story building with 141 apartments consisting of studio, one- and two-bedroom apartments. The property is located at 3130 9th Street, just a few short blocks from both Cascade Garden and Lynden Lane.

Rental Assistance Demonstration
In 2015, RIHA identified Sunset Heights for conversion to the Rental Assistance Demonstration (RAD) of the U.S. Department of Housing and Urban Development (HUD). Under the RAD program, Sunset Heights will shift from the Public Housing program to the Section 8 Project-Based Voucher (PBV) program. RAD allows public housing agencies like RIHA to leverage public and private debt and equity to reinvest in its properties to make much needed capital improvements. At the same time, the program allows the units to remain affordable to qualified households. As part of the RAD program, residents continue to pay 30% of their income toward the rent and maintain the same basic rights as they do as part of the public housing program.

Renovation
In conjunction with the RAD conversion to the Section 8 program, Sunset Heights will undergo $12 million in renovations to the buildings’ infrastructure, exterior, interior common areas and management offices, and all 141 individual apartments. The RAD renovations are scheduled to begin before the close of 2017 and should take between ten and twelve months to complete.

Lincoln Homes

Lincoln Homes

Located on 9th Street and 5th Avenue in the heart of the New Old Chicago area, Lincoln Homes is considered an anchor to the neighborhood. The public housing development is a 37-unit family site comprised of two-, three- and four-bedroom townhouse units in six buildings. Lincoln Homes was constructed in 1954 on 2.29 acres of land and is adjacent to the Martin Luther King Community Center which centralizes health, education, training, advocacy, employment and youth services for the entire area.

3rd and 11th Townhomes

The 3rd & 11th Townhomes are located in the New Old Chicago neighborhood. The seven new infill townhomes consist of four 3-bedroom units and three 2-bedroom units. Apartments have an open floor plan, carpeted bedrooms, and wood laminate floors in main living area. Each unit includes a dishwasher, refrigerator, stove, washer, dryer, and separate heating and air conditioning systems. Townhomes are near parks, bus routes and Martin Luther King Community Center.
